The French Ministry of Health has implemented a strict ban on oral nicotine products, including popular pouch brands like Zyn. This regulatory crackdown, aimed at curbing youth nicotine addiction, makes France the first European nation to impose criminal liability—including prison time—for the sale, possession, and use of these products.
Nicotine pouches, which are placed between the lip and gum to release nicotine, have surged in popularity globally. In the United States, they ranked as the second most popular tobacco product among minors in 2024, trailing only e-cigarettes. This rapid rise prompted French authorities to take drastic preventative measures.
While European neighbors like Austria, Belgium, Germany, Luxembourg, and the Netherlands have previously restricted nicotine pouch sales, France's policy is uniquely punitive. By criminalizing individual possession and storage alongside commercial sales, the French government has set a highly controversial precedent.
However, the ban is not absolute. The new regulations explicitly exempt:
- Medical Cessation Aids: Nicotine chewing gum, patches, and inhalers used for quitting smoking.
- Traditional Tobacco & Vapes: Standard cigarettes and electronic cigarettes remain unaffected by this specific decree.
The severity of the ban has sparked international friction. Swedish Trade Minister Benjamin Dusa criticized the decision, comparing a ban on Sweden's iconic nicotine pouches to a hypothetical Swedish ban on French baguettes or wine, calling the measure "absurd."
