The Russian Ministry of Finance has prepared draft amendments to the Tax Code that will increase excise taxes on tobacco products and vape e-liquids by roughly 6.5% starting in 2027. Under the draft law, taxes on smoking, pipe, chewing, and hookah tobacco will rise from 5,182 to 5,520 rubles per kilogram in 2027, eventually reaching 5,971 rubles by 2029. Cigarette excise rates will shift to 3,491 rubles per thousand units plus 18% of the estimated price, establishing a mandatory minimum of 4,741 rubles.
