The European Commission has introduced a €4 billion action plan to curb preventable cancers, setting an aggressive target to reduce EU tobacco use to under 5% by 2040. Unveiled ahead of World Cancer Day, the policy takes direct aim at smoking, which causes 27% of all preventable cancer cases across the bloc.
Tobacco use remains the leading cause of lung cancer, responsible for nine out of ten cases. EU Health and Food Safety Commissioner Stella Kyriakides noted that the initiative seeks to eliminate health disparities among member states.
"It is unacceptable that today in the EU we have different access to prevention programs, different opportunities for early detection, early diagnosis, treatment and of course also for survival," Kyriakides stated.
Key Targets and Timeline for EU Tobacco Control
The initiative sets an interim target to reduce tobacco use by 30% by 2025 relative to 2010 levels, leading toward the sub-5% goal by 2040. Protecting youth from nicotine addiction serves as the cornerstone of this policy.
| Policy Metric | Baseline / Current Level | Plan Target | Target Date |
|---|---|---|---|
| Overall Tobacco Consumption | 25% of the EU population | Below 5% ("Tobacco-Free Generation") | 2040 |
| Interim Consumption Cut | 2010 consumption levels | 30% reduction | 2025 |
| Traceability System | Select tobacco lines | Extended to all tobacco products | 2024 |
Tightening Rules on Vapes and Alternative Nicotine Products
Achieving these targets requires revising existing directives, including the Tobacco Products Directive, the Tobacco Tax Directive, and cross-border trade regulations. Planned updates include introducing neutral, advertisement-free packaging, imposing a ban on flavorings, and eliminating digital sponsorship on social media.
The Commission will also submit proposals to extend outdoor smoke-free zones to cover e-cigarettes and heated tobacco products. Tax policies will be broadened to include these newer nicotine delivery systems.
Regional health advocates have voiced support for the measures. Göran Boëthius, Chairman of the Swedish organization Tobacco Facts, noted that the initiative aids national efforts to reduce smoking while curbing the spread of snus and new smokeless nicotine products.
"They are not permitted to cause prolonged delay, neglect, or dilution," Boëthius stated, urging governments to strictly enforce Article 5.3 of the WHO Framework Convention on Tobacco Control.
Beyond tobacco, the plan allocates resources to vaccinate 90% of European girls against human papillomavirus (HPV) and expands screening programs for breast, cervical, and colorectal cancers.
