The Turkish Ministry of Health has drafted new anti-tobacco legislation aimed at phasing out tobacco and alternative nicotine products. The draft introduces operational limits for hospitality venues and sets a timeline to halt commercial tobacco sales nationwide.
Phasing Out Tobacco and Nicotine Sales by 2040
Under the draft proposal, the sale, supply, and commercial distribution of all tobacco products will be banned starting January 1, 2040. This restriction applies equally to traditional cigarettes, e-cigarettes, and heated tobacco devices.
Restricting Smoking in Hospitality and Public Venues
The draft introduces new requirements for businesses and public properties:
- Restaurants and Cafes:Â Tobacco use will only be permitted in isolated rooms that do not exceed 10% of the total floor space, capped at a maximum of 20 square meters. These areas must be shielded from external view, and staff cannot provide food or drink service inside them.
- Hotels:Â Establishments must create dedicated, isolated smoking rooms to completely separate tobacco users from general customer areas.
- Public Perimeters:Â The draft expands smoke-free zones directly outside schools, hospitals, public buildings, and places of worship.
If enacted, these measures will reshape retail distribution and public consumption across the country.
