German customs investigators have dismantled two separate smuggling rings responsible for moving millions of illicit disposable e-cigarettes from China into the domestic market. The operations evaded over €36 million in tobacco excise duties and introduced products with illegal nicotine levels to European consumers.
Dismantling a €33.3 Million Tax Evasion Ring
In an operation led by the Essen Customs Investigation Office and the Düsseldorf Public Prosecutor's Office, law enforcement officers arrested 13 suspects during nationwide raids. A total of 23 people stand accused of organized commercial tax fraud and evasion.
Investigators determined that four employees of a Chinese vape manufacturer established an international sales structure with German brokers and wholesalers. Between 2024 and 2025, this network transported more than 7.6 million vapes into North Rhine-Westphalia, Rhineland-Palatinate, Hesse, and Baden-Württemberg, channeling profits through shell firms.
Officers seized approximately 600,000 illicit devices alongside four real estate properties, a luxury car, high-end watches, gold bars, and cash totaling more than €2.2 million. Authorities also froze 37 bank accounts. The European Anti-Fraud Office (OLAF), local police forces, and the Federal Agency for Technical Relief (THW) assisted in the operation.
Interception of 56 Pallets of High-Nicotine Vapes in Hesse
A parallel investigation led by the Frankfurt am Main Customs Office and the Darmstadt Public Prosecutor targeted a distribution hub in Heusenstamm. A 35-year-old alleged ringleader was arrested at Frankfurt Airport while attempting to board a flight to the United Arab Emirates.
Inside the Heusenstamm warehouse, officers found counterfeit medications, trademark fakes, and a massive cache of non-compliant vapes. Carina Orth, spokesperson for the Frankfurt customs investigation office, stated:
"The number of vapes seized in Heusenstamm was so large that the packed boxes filled 56 Euro-pallets for transport."
Authorities reported that the confiscated devices contained nicotine concentrations exceeding legal limits set under German and EU tobacco legislation. Follow-up raids in Dreieich uncovered €170,000 in cash along with gold and jewelry valued at €150,000.
Investigators linked this group to a separate shipment intercepted at the German-Danish border in autumn 2025, where customs officers found 35,000 vapes air-freighted from China. Together, these offenses resulted in an estimated €3.4 million in unpaid duties.
