Illicit tobacco products captured 21.6% of the Ukrainian market in July 2026, approaching the record high set in October 2023. According to the latest monitoring study by Kantar Ukraine, tax evasion across this shadow sector deprives the state budget of roughly 36.4 billion UAH each year.
Duty-Free Stock Drives Black Market Growth
Kantar researchers identified illegally diverted products marked for Duty-Free or export as the primary growth driver. The market share for these diverted products rose from 7.8% in April to 10.9% in July 2026. Conversely, counterfeit products bearing fake excise stamps dropped from 11.2% to 9.1% during the same period.
Kiosks and small retail shops remain the primary distribution channel, handling approximately two-thirds of all illegal cigarette transactions.
Regional Hotspots and Impending Price Increases
Geographically, 68% of illegal tobacco distribution concentrates within seven key areas:
- Dnipropetrovsk: 18%
- Kharkiv: 12%
- Odesa: 11%
- Kyiv City & Region: 8%
- Lviv: 7%
- Kirovohrad & Khmelnytskyi: 6% each

The market expansion coincides with pending regulatory shifts. The Verkhovna Rada is reviewing legislation to prohibit individuals under 17 from using cigarettes, vapes, and hookahs. Simultaneously, pack prices are projected to rise by at least 20 UAH as Ukraine aligns excise duties with European Union minimums.
