Driven by Health Minister Wes Streeting's vision of a "smoke-free generation," the impending law aims to eradicate lifelong addiction while introducing sweeping new restrictions on vaping products.
The bill, agreed upon by both the House of Commons and the House of Lords for England and Wales, now only awaits formal royal assent. Expected to come into force next year, the legislation makes it illegal for retailers to ever sell tobacco to anyone currently under the age of 17.
Beyond traditional cigarettes, the legislation heavily targets the vaping industry. The UK government will receive expanded regulatory powers to control vape advertising, flavors, and packaging.
Furthermore, the law explicitly prohibits vaping in specific locations to protect minors, including:
- Cars transporting children
- Public playgrounds
- The immediate vicinity of schools and hospitals
Major health organizations have widely celebrated the move. Sarah Sleet, CEO of Asthma + Lung UK, stated the pioneering legislation will "transform the health of the nation" by preventing the tobacco industry from damaging the lungs of the next generation. Cancer Research UK echoed this sentiment, noting it as a historic achievement in ending smoking-caused cancers.
However, the lifetime ban faces criticism regarding its practical enforcement. Nigel Farage, leader of the right-wing populist Reform UK party and a self-confessed smoker, labeled the law "idiotic" and vowed to repeal it if his party wins the 2029 general election.
Writing in The Telegraph, Farage questioned the logistics of the ban's enforcement over time. "How is the ban supposed to work?" he asked, pointing out the future scenario where "in ten years' time, a 27-year-old will not be able to buy cigarettes legally, but a 28-year-old will."
