Law Targets Vapes and Liquids, Introduces Penalties for Illegal Circulation
The Senate of Uzbekistan has formally approved a law banning the circulation of electronic cigarettes (vapes) and their associated liquids, while notably excluding heated tobacco products (HTPs) like IQOS, glo, and Ploom from the prohibition. The law, passed during a plenary session, aims to curb the rising illegal import and use of electronic nicotine delivery systems (ENDS), particularly among children and young adults.
The legislation amends the Criminal Code, the Code of Administrative Responsibility, and the law on restricting alcohol and tobacco. It specifically prohibits the production, manufacturing, storage, transportation, import, and export of ENDS, including disposable vapes, pod systems, and e-liquids. However, it explicitly clarifies that systems designed to heat tobacco rather than vaporize liquid are not covered by this ban.
Liability is established for offenses involving the now-banned items (vapes, liquids) and also covers illegal circulation of smokeless tobacco products. The move reflects Uzbekistan's effort to combat the perceived health risks and illicit trade associated with vaping products while allowing established HTPs to remain legal.
