Russia is taking a decisive step towards a potential nationwide ban on vaping, with the Nizhny Novgorod region set to become the first "test site" for a complete prohibition on the sale and use of vapes, e-cigarettes, and similar products. The initiative, proposed by Nizhny Novgorod Governor Gleb Nikitin, has reportedly received the support of President Vladimir Putin.
Governor Nikitin argued that the ban is necessary to protect the younger generation from the allure of vaping. He cited the appeal of bright flavors and the false perception of safety as reasons why adolescents who have never smoked traditional cigarettes are taking up the habit. President Putin endorsed the experimental approach, noting that a pilot in a single federal subject will allow authorities to assess the real consequences and effectiveness of such a ban, including its impact on the black market, before considering a nationwide rollout.
While specific details are still being finalized, the ban in Nizhny Novgorod is expected to cover the retail and online sale of all electronic nicotine delivery systems (and non-nicotine equivalents), their use in public places (similar to existing smoking bans), and all related advertising. Proponents, including parents and educators, have met the initiative with enthusiasm, viewing it as a necessary measure to stop a youth vaping epidemic. Opponents, however, warn of a potential surge in the illicit market and the negative impact on small businesses and adult smokers seeking less harmful alternatives.
