Switzerland's Council of States committee has taken a significant step towards banning the sale of disposable electronic cigarettes, also known as "puff bars." The Committee for Social Security and Health (SGK-S) voted 9 to 2 in favor of a motion previously adopted by the National Council, which calls for a prohibition on the sale of these products.
The committee's decision was driven by concerns over the growing popularity of disposable e-cigarettes, particularly among young people. The relatively low prices, attractive flavors, and appealing designs of these products are seen as contributing factors to their potential for addiction. In 2022 alone, ten million puff bars were imported into Switzerland, with an annual increase of nearly 30 percent since their introduction to the Swiss market in 2020.
Aside from the addiction risks, the SGK-S also expressed concerns over the environmental impact of these disposable products. The committee noted that puff bars are often not disposed of correctly, leading to additional environmental issues.
The motion to ban disposable e-cigarettes was put forward by National Councillor Christophe Clivaz (Greens/VS) and was adopted by the National Council in June 2024 with a clear majority. However, the Federal Council has proposed a rejection of the motion.
If the Council of States follows the committee's recommendation and approves the motion, the government will be tasked with drafting an amendment to the law to implement the ban on disposable e-cigarettes.
This development in Switzerland reflects a growing global trend of increased scrutiny and regulation of e-cigarettes, particularly those marketed towards younger consumers.
